Acts 28:19

Ought to accuse. Paul loved the Jewish people (see Rom. 9:1-3; 10:1), and his affection for them had not been diminished by his suffering at their hands. In spite of the injustice he had suffered he did not blame them, nor had he at any time made an accusation against them. He had appealed to Caesar, not to make trouble for the Jews at Rome or elsewhere, but solely because he had no other recourse.
