Theological / Devotional

With the elders. For the first time in Deuteronomy the elders join Moses in exhorting the people. The reason for this is not given (see ch. 31:9), but may have been that the death of Moses would place a greater responsibility upon them as leaders.

All the commandments. Probably inclusive of all the instructions God had revealed to Moses.
