Theological / Devotional

Toward heaven. The action of stretching the hand toward heaven was appropriate, for the plague was to come from heaven. Aaron’s hand had been stretched out upon the waters in a similar way for the first and second plagues (chs. 7:19, 20; 8:6), and upon the “dust of the earth” for the third (ch. 8:17).
