Wherefore it shall come to pass, [that] when the Lord hath performed his whole work upon mount Zion and on Jerusalem, I will punish the fruit of the stout heart of the king of Assyria, and the glory of his high looks.
Isaiah 10:12 — KJV
His whole work. God had a task to accomplish, one of bringing judgment upon Zion and Jerusalem. Assyria was to be the tool God used to perform that task. But when the work was done the Lord would, in turn, punish Assyria for its pride and arrogancy.
I will punish. Literally, “I will call to account.” Note the change from the third person in the first part of the verse to the first person here, probably for emphasis.
