Isaiah 14:7

The whole earth. Literally, a picture of the world when the king of Babylon has “ceased” (v. 4), and figuratively, when Satan’s rule has come to an end (see on ch. 13:4). Not until then will the earth be “at rest” and “quiet.” The doom of Satan brings gladness and rejoicing to the people of God, for their oppression is then over, and they will inherit the earth made new and reign forever. Figuratively, the whole world, which has for so long groaned under the curse of evil, rejoices as it is delivered from the power of the oppressor.
