Theological / Devotional

Battle axe. Heb. mappes, “an instrument of shattering.” The reference is probably to a war club or mace. Commentators have debated to whom vs. 20-23 are addressed.

The best conclusion seems to be that God is here speaking to Babylon, and describing the various ways by which the Babylonians would bring judgments upon the nations.
