Captains. From the Heb. pachah. This word is derived from the Assyrian pahatu, and denotes a provincial governor, or satrap (see Neh. 2:7; Esther 3:12; Haggai 1:1).

Rulers. From the Heb. sagan. This word is derived from the Assyrian shakenu, and denotes a lesser official, a prefect (see Neh. 2:16).
