Theological / Devotional

Shepherds. This passage has been understood in two ways: (1) The leaders of the armies of invaders are compared to shepherds whose flocks devour every bit of vegetation (see on Num. 22:4). (2) It is a picture of conditions after the invasion, with the cities destroyed, the land a semi-wilderness, and Bedouins coming in to pasture their flocks.
