If not. The clause may be translated, “If not, then who is it?” In this passage Job reflects, perhaps, the deepest discouragement and the darkest distrust observable in any of his speeches. He argues that the established condition of things in human society must be ascribed to God; there is no one else to whom it can be ascribed.
