Could not believe. This statement should be understood in the light of the comment on v. 38. God’s foreknowledge does not preclude free choice. The prophecy of Isaiah was simply a prediction of what God’s foreknowledge had seen would be. “The prophecies do not shape the characters of the men who fulfill them. Men act out their own free will” (EGWRH Nov. 13, 1900). See on Matt. 1:22; John 3:17-20.
