Then. Heb. ’az, indicating that the development began at a certain time, growing out of a situation just described; that is, immediately after the donation of the cities to Levi, as recorded in ch. 21. The construction seems to imply that it was not at the end of the war when the 2 1/2 tribes were sent home, as some have thought, but rather after the distribution of the land to the 12 tribes, and of the cities to the Levites.
