Theological / Devotional

Set the city on fire. The Hebrew for “set on fire” has the idea of “kindling a fire.” This expression is to be distinguished from the word “burnt” used in verse 28. The men set fire to the city, that is, they started a fire, but they did not consume the city with this fire. The word used in verse 28 has the idea of consuming. There is no discrepancy between the two statements.
