Theological / DevotionalThe congregation was to bring the same offering as the high priest when he sinned. The bullock was provided by the congregation, as all were guilty. Elders from the tribes brought the bullock, laid hands on it, and killed it. Confession is implied in the laying on of hands, necessary for transfer of sin to the sacrifice.
