Theological / Devotional

On his shoulders. Apparently the shepherd carries his sheep around the back of his neck, bearing its weight on both shoulders (see Isa. 40:11 ; 49:22; 60:4; 66:12). He does not scold the sheep, he does not drive it back, he does not even lead it back; he carries it.
