Theological / Devotional

The rulers. On Nehemiah’s arrival at Jerusalem he had found no one person exercising authority, but a number of persons called “rulers” and “nobles.” The difference between these two classes is not clear. The former may have consisted of appointed officials, and the latter of family heads.

The rest. Either administrators of the city not included in the “rulers” and “nobles,” or men previously engaged in rebuilding the wall.
